#### Requirements
- Project team must include a SACPLAN‑registered Professional Planner as Team Leader; strong background in town/planning, GIS, rural development; capable of multi‑disciplinary delivery and stakeholder coordination with traditional authorities.
- Deliverables include Final Ematheni Traditional Settlement Master Plan, ArcGIS GIS data (shapefiles/geodatabases), maps, reports (Environmental, Socio‑economic, Infrastructure, etc.), stakeholder engagement records, and a Public Participation Report; three hard copies and electronic versions; metadata per SANS 1878.
- Compliance and pre‑qualifications:
  - Complete Municipal Bid Documents MBD1, MBD3.3, MBD4, MBD6.1, MBD8, MBD9; sign all pages; CSD number; valid tax clearance or PIN; copy of CIPC documents; IDs for directors/shareholders; proof of address; bank letter; proof of address for directors; commitment to service level agreement.
