## Summary

#### Overview
**The Land Bank invites bids to supply, install and commission a new lift and maintain it at the Upington Provincial Office for three years.** Target bidders are lift contractors with LIASA registration, CIDB grading SI 3 or higher, and proven experience installing/maintaining passenger lifts to EN81/SANS standards; also must meet tax, BBBEE and supplier-registration requirements.

#### Requirements
- Mandatory (Stage 1):
- Attend compulsory briefing and register details
- Complete pricing schedule using provided template
- Substantiate LIASA registration (lift regulatory body)
- Substantiate CIDB grading SI 3 or higher
- Non-mandatory but required (Stage 1 returnables):
- SARS good standing or CSD registration
- Completed SBD forms and relevant disclosures
- Tax Compliance Status PIN (or SARS tax clearance)
- BBBEE certification
- Additional: no conflicts of interest; confidentiality undertakings; compliance with EI/Labour laws

- Stage 2 (Technical evaluation) considerations:
- ≥5 years’ lift experience; up to 20 points
- Up to four positive testimonial letters; up to 20 points
- Technical brochures and CVs for lead technicians; up to 15 points
- Detailed project/aftercare plan; up to 25 points
- Overall minimum 70/100 to progress

- Stage 3 (Price and goals):
- Complete pricing per Annexure AA (pricing schedule)
- PPPFA-based preference scoring (80/20 or 90/10)

- Other: draft Service Level Agreement (Annexure G) will govern delivery, performance, warranties, and exit management.
