## Summary

#### Overview
**Procurement of 16,500 Electric Pressure Cookers (Electric Pressure Cooker - EPC) funded by the AFD for the project “Towards affordable and clean cooking for all” in Goma; targeted at eligible EPC manufacturers or suppliers with capacity to deliver and service large-volume household appliances.** The AOI is an Open Tender issued by Virunga Energies SAU (AOI No: 126-VESAU-2026).

#### Requirements
- Financial qualifications: three years of audited accounts; liquidity ratio ≥1.1; debt ratio ≤80%; average annual turnover ≥ EUR 1,000,000; two similar contracts ≥ EUR 300,000 each completed since 2021.
- Eligibility and integrity: no conflicts of interest; if bidding as a group, appoint a Mandataire with joint liability; groups may not participate in multiple separate offers; provide evidence of eligibility.
- Origin and conformity: eligible supplies financed by the AFD may originate from any country; provide origin declarations and conformity documents.
- Documentation: submit the required forms (submission form, price forms, integrity/eligibility declarations, qualifications, evidence of origin) and any manufacturer authorizations if applicable.
- Variants: allowed only if meeting all mandatory minimums; no reduction of quantity or essential terms; capacity variants limited to 8 litres; non-essential features may vary (permitted variants listed in the AOI).
- Delivery/specifications: adhere to Section VII ( Bordereau des Quantités, calendrier de livraison et spécifications techniques); ensure compatible technical/quality standards.
- Submission/price: prices must be in the currencies indicated; prices for all items and any discounts must be clearly stated; price adjustments governed by the AOI.
- Conditions: comply with AFD procurement rules on prohibitions, environmental and social requirements; acceptable incoterms as defined in the AOI.
