#### Requirements
- Legal entity registered in the country of operation; formal presence in DR Congo.
- Minimum five years (or five PECS-type surveys) of experience in coverage surveys per OMS PECS 2018; at least one PECS-like post-event survey in country or similar context.
- Demonstrated understanding of the DR Congo health system and campaign logistics; ability to recruit and deploy local field teams.
- Technical capacity to use SurveyCTO for digital data collection, and Stata for analysis; capability to handle data visualization (e.g., Power BI or equivalent).
- Ability to deliver a fixed-price contract; no reimbursement for international travel by HKI; bid must cover all costs.
- No individual consultants; must be a legally constituted organization; provide legal documents (registration, tax, license).
- Compliance with donor rules and HKI requirements; disclosure of conflicts of interest.
- Lead organization for joint proposals; must designate a focal lead with a clear in-country office.
- Proposals must be submitted in two parts: Technical and Financial (no cost data in the technical offer) with a cover letter signed by an authorized representative; include required annexes (CVs, financial model, conflicts of interest).
