#### Overview
**Appointment of a Consultant or Consortium to conduct two parallel pre-feasibility studies for the Socially Owned Renewable Energy (SORE) Initiative and the Partnering Implementation Model (PIM).** The DBSA invites professional services firms or consortia with renewable-energy pre-feasibility/feasibility, economic development, stakeholder engagement, and related governance/financing expertise to bid. SA bidders must be on the CSD and have tax compliance; foreign bidders must meet SARS and local regulations. The assignment covers scoping, stakeholder engagement, site/resource screening and financial/market assessment across selected municipalities, with two distinct outputs for SORE and PIM (to be delivered under a single contract).

#### Requirements
- Proven experience in renewable-energy pre-feasibility/feasibility studies with references; multi-discipline teams (engineering, economics, finance, ESG, regulatory). 
- Demonstrate project lists/references from the last 7 years; preference for 3–5+ similar assignments. 
- Lead entity in a consortium; provide consortium structure and roles (Annexure H where applicable). 
- Compliance: CSD registration, tax compliance (PIN/TCS), BBBEE status (certificate or sworn affidavit). 
- Bid must be submitted on official forms; attendance at compulsory briefing; two-folder bid format; supporting documentation as per Part C/Annexures. 
- Confidentiality, conflict of interest, and due diligence provisions apply.

- Submission deadline and intermediate deadlines: Compulsory briefing 31 August 2026 at 11:00 (Johannesburg time); questions by 04 September 2026; final closing 10 September 2026 at 23:55 (MS Teams briefing and OneDrive electronic submission). Bid validity: 120 days.
