**Appointment of a Consultant: Review and Finalisation of the South African National Key Populations Health Sector Plan**. The National Department of Health seeks a consultant or service provider to review, refine and finalise the Key Populations Health Sector Plan (KPHSP) 2026–2030, align it with national/global frameworks, facilitate stakeholder validation, and develop national implementation and M&E materials. Target bidders are professionals with public health, HIV/SRHR/TB experience, data analytics, and policy development capabilities; the project runs about 4 months post-SLA.

#### Requirements
- Lead consultant: Bachelor’s or higher in Statistics/Biostatistics/Public Health/Economics/Social Sciences or related; ≥10 years in HIV/SRHR/TB/STI programming, data analytics, and/or strategy/policy development.
- Team: At least two supporting consultants; each ≥5 years’ experience in HIV/AIDS, STIs, TB/MCWH programming and/or policy work; relevant diplomas/degrees required.
- Competencies: Epidemiological data interpretation; stakeholder engagement and facilitation; strong technical writing; ability to integrate biomedical/behavioral/structural prevention within a strategy framework; proven authorship of national-level documents.
- Deliverables: Finalised KPHSP; National Implementation Plan; Monitoring & Evaluation framework; stakeholder briefings/dissemination materials; evidence of consultations.
- Project management: Work plan, timelines, quality assurance, risk mitigation; 4-month duration; reporting to HIV Prevention Director; TWG involvement.
- Procurement/compliance: VAT registration with SARS; Central Supplier Database (CSD) number; tax compliance status; completion of required SBD forms; confidentiality; GCC compliance; preference points via B-BBEE.
- Evaluation: Stage 1 administrative compliance; Stage 2 functionality (minimum 70% threshold); Stage 3 price and preference (80/20 or 90/10 as applicable). Minimum 70% total to progress.
