**The National Department of Health invites quotations to appoint a Forensic Handwriting Expert / Document Examiner to provide an expert opinion on disputed signatures on two documents (Affidavit and Attendance Register)** under DoH 333/2026-2027. Suitable bidders are professional forensic document examiners with formal training, proven experience, and the ability to produce objective reports (and testify if required). Final expert reports must be scientifically sound and fit for internal disciplinary/legal/arbitration use. #### Requirements
- Formal training in forensic document examination and, where applicable, membership of a recognised professional body.
- Demonstrable relevant experience with forensic handwriting/signature examinations; must meet a 70% functional threshold to progress to price evaluation.
- Certified qualifications, formal training evidence, and professional membership; detailed expert CV.
- Evidence of relevant assignments, including client names, nature and year; contactable references on client letterhead with signatures and dates.
- Methodology and approach outlining examination methods, equipment, turnaround time, quality assurance, confidentiality and document security; one sample expert report.
- Pricing: completed SBD 3.3 – Professional Services pricing schedule; fixed core fees plus optional as-and-when services; VAT inclusive where applicable. SBD 3.3 must be submitted for price evaluation.
- Compliance: SARS Tax Compliance PIN, Central Supplier Database (CSD) registration, and completion of applicable SBD forms (SBD 4, SBD 6.1) as applicable. Access to GCC terms.
