- Bidders must provide reference letters (up to 5) and demonstrate company profile with years of experience; minimum 70% functionality threshold; 100-point evaluation with 80/20 price-goals split; specific goals evidence (Black ownership, Women, Youth, etc.).
- Compliance requirements include Tax Compliance PIN, CSD registration if no TCS, and B-BBEE documentation; mandatory disclosure under SSA/State rules.
