## Summary

#### Overview
**Procurement of a panel of internal audit service providers for a 3-year term to support MICT SETA’s Internal Audit function on a co-sourced basis.** Target bidders are audit firms with strong internal auditing credentials (CIA/CA(SA) or CISA/ISACA, IIA-aligned) and proven experience across governance, IT, data analytics, and financial/audit engagements.

#### Requirements
- Engagement Director: minimum 10 years of auditing experience, at least 5 years in a Senior Manager role; Honours in Accounting/Auditing/Finance or similar; CIA or CA(SA).
- Project Team Leader/Manager: minimum 6 years auditing, at least 3 years in a leadership role; Honours degree; CIA or CA(SA); IIA or SAICA affiliation for all team members.
- Project Team: at least three audit staff with 3+ years’ auditing experience; certified qualifications (BTech or higher) for team members; IIA/SAICA memberships for all three.
- ICT Auditor: minimum 5 years ICT auditing/IT assurance; BTech or higher plus CISA or ISACA membership.
- Deliverables: adherence to IIA Global Internal Audit Standards; independence and knowledge transfer to in-house team; engagement letters, audit programmes, working papers, final reports, and follow-ups.
- Experience: six client reference letters covering Governance, IT/cybersecurity, Data Analytics, Performance, Operational, and Financial Audits.
- Compliance: mandatory CSD registration, SARS tax compliance (PIN/TCS), and other statutory/SCM requirements.
