**APPOINTMENT OF A PANEL OF PROFESSIONAL CIVIL AND STRUCTURAL ENGINEERING SERVICE PROVIDERS FOR A PERIOD OF 36 MONTHS**. Bidders should be civil engineering practices capable of delivering professional services under ECSA registration, with capacity for a MMSEZ/Stated scope, and compliant with CIDB/PSP procurement norms.

#### Requirements
- Civil engineering business under full-time supervision of a registered professional civil engineer or technologist; owned and controlled by registered professionals (at least 51%).  
- At least two Key Civil Engineers (Pr Eng) and one Structural Engineer, with proof of EMS/ECSA registration; CVs and detailed qualifications required. One Civil Engineer must have significant experience in Bulk Water Services (minimum 15 years post-qualification).  
- At least four supporting professionals (2 Civil, 2 Structural) all ECSA-registered; organogram, CVs, and IDs required.  
- Proof of Professional Indemnity Insurance (at least twice the contract amount).  
- Proof the entity is owned/controlled by ECSA-registered professionals >51% (MMSEZ-01 PSP).  
- Tax compliance: SARS PIN, Tax Clearance, CSD registration; VAT status where applicable. In consortiums, each party must provide separate TCS/CSD.  
- Returnable documents (T2.1/T2.2) completed; and forms including MMSEZ-01 to MMSEZ-10 as applicable.  
- Minimum Functionality: 70/100 points; evaluated on Experience, Key Personnel, Supporting Team, and Project Execution Plan (PEP) per the attached criteria.  
- Not in the state’s service; comply with CIDB SCT and related governance.  
- The tender is single-volume; no clarification meeting is held.
