#### Overview
**Procurement of a panel of service providers to develop and review the MICT SETA occupational qualifications and skills programmes, over a five-year period.** Target bidders are firms with demonstrated experience in designing and reviewing OQ/skills programmes, including SAQA/QCTO formats, 4IR/future skills, RPL tooling, EISA papers, and related accreditation checklists; deliverables span knowledge, practical, work-experience modules, and related documentation.

#### Requirements
- Demonstrated portfolio of seven or more previously developed occupational programmes from different clients (with corresponding curriculum/SAQA or Skills Programme documentation) and exemplar papers or rubrics (EISA); RPL toolkit and accreditation checklist included.  
- Qualified project team: clearly named project manager and project lead with relevant qualifications (SAQA IDs or equivalent) and CVs showing ≥5 years project management experience and ≥3 years leading occupational programme projects; qualifications not older than 6 months.  
- Detailed methodology covering design, development, and review; exemplars of the specific occupational programmes listed (Section 5).  
- Evidence of at least seven client reference letters linked to the submitted POE; SBD forms (SBD 1, SBD 4, SBD 6.1) and related compliance documents.  
- Compliance and registration: valid CSD registration, tax clearance/PIN (SARS), and where relevant, joint venture/subcontracting agreements; English submissions only.  
- Separate pricing envelope: pricing/financial proposal in a separate sealed envelope; 2025/2026 financial statements.
