#### Requirements

- Deliverables capability: conduct baseline tenant-file audits, tenant verification interviews, data analysis per SHRA guidelines, and final consolidated reports with stakeholder sign-offs.
- Experience: at least three client references for similar tenancy/audit services; detailed CVs for all team members.
- Compliance: bid must include Declaration of Interest, BBBEE certificate/scorecard, SBD forms (invitation, declaration of interest, preference points), and CSD registration forms.
- Pricing: all-inclusive cost per unit with CPI adjustments; per-unit caps: R350 for tenant-file verification and R1250 for physical verification/surveys; travel and subsistence disbursements pre-approved and invoiced separately.
