- Commitment to standard contracting and governance: prepare SLA, protect confidentiality, and comply with GCC/SCC; provide SBD forms (SBD 1, 4, 6.1) and pricing schedule (SBD 3.3).
- Evaluation: pass Phase 1 mandatory requirements (CSD registration) and achieve at least 70 points in Phase 2 technical functionality; price to be considered only after panel establishment.
