## Summary

#### Overview
**Appointment of a panel of three fundraising and/or revenue-generation practitioners to assist SALB with fundraising activities/services for a period of two (2) years (as and when required).** The SALB seeks bidders with proven fundraising strategy, donor engagement, proposal writing, partnership development and capacity-building capabilities to source funding, manage relationships and coach SALB staff. The procurement uses an 80/20 price/preference framework and involves a commission-based pricing model for successful funding.

#### Requirements
- Functional evaluation criteria (100 points total; pass mark 70):
  - Track record and personnel qualifications in fundraising (CVs; 3+ years earns higher points).
  - Schedule of past/current fundraising projects with values.
  - Client references (multiple references with details).
  - Methodology and implementation plan, milestones, risk management, execution strategy, success measures.
- Compliance and pre-qualification:
  - Submit SBD 1, 4, 6.1, 8, 9; proof of CSD registration; company registration documents; tax clearance PIN/TCS; B-BBEE certificate or sworn affidavit; documents must be <= 10 MB.
  - Verify tax-compliance and, if applicable, demonstrate B-BBEE status for preference points.
- Price & specific goals:
  - 80/20 preference points; price and specific goals (e.g., women/youth/disabled/Black ownership, Eastern Cape location) as specified in the tender.
  - Commission-based remuneration for successful funding: 6% (R100k–R1m), 8% (R2m–R5m), 10% (R5m+); payments in tranches after funds are received.
