## Summary

#### Overview
**The KwaZulu-Natal Growth Fund Agency (KZNGFA) seeks a payments platform service provider to implement, operate and support a card-based/voucher grant disbursement solution for twelve months.** Suitable bidders are payment platform providers with card management/electronic disbursement experience, SA regulatory compliance, and public-sector project exposure. The briefing is mandatory and held on 7 September 2026; submission closes 29 September 2026.

#### Requirements
- Must be a registered Third-Party Payment Provider (TPPP) within SA’s National Payment System and compliant with SARB Directive 1; operate via an acquiring bank or partner as required.  
- Must maintain PCI DSS Level 1, ISO 27001, and POPIA compliance, with secure hosting, DR/BCP, and cybersecurity controls.  
- Demonstrate at least three similar-sized payment platform/card management implementations, including at least one in SA public sector/DFI; provide contactable reference letters dated within 5 years.  
- Provide training, technical support, dashboards, and full supplier claim processing with secure supplier portal and real-time validation.  
- Show financial sustainability (audited or reviewed statements for last three years) and provide professional indemnity, public liability, and cyber liability insurance.  
- Provide data ownership terms (government-owned data), confidentiality, and adherence to GCC/SCC; comply with VAT/CSD/TCS requirements and BBBEE as applicable.  
- Deliverable-focused: reporting dashboards, training materials, security assessment reports; SLA with 99.5% uptime, DR 4 hours, and defined incident response times.
