**APPOINTMENT OF A PROFESSIONAL SERVICE PROVIDER FOR THE PROVISION OF NEW SANITATION FACILITIES AND WATER WITHIN THE LIMPOPO PROVINCE (CLUSTER 8) – (CLUSTER 1 AND 8 per Addendum)**. The DBSA seeks a multidisciplinary PSP to deliver sanitation and water facilities across Limpopo; bidders must demonstrate multi-disciplinary capabilities and hold relevant professional registrations.

#### Requirements
- Pre-qualification and team qualifications:
  - Construction Project Manager (SACPCMP) – minimum 6 years post-registration
  - Architect/Architectural Technologist (SACAP) – minimum 6 years
  - Quantity Surveyor (SACQSP) – minimum 6 years
  - Civil/Structural Engineer (ECSA) – minimum 6 years
  - Electrical Engineer (ECSA) – minimum 6 years
  - Health & Safety Consultant (SACPCMP) – minimum 5 years
  - Social Facilitator – minimum 6 years
  - Clerk of Works – minimum 6 years
  - Each resource must have CV, qualifications, and current professional registration; provide consent letters and clearly indicate roles and years of experience (Annex A and related directives).
- Compliance and documents:
  - Attendance at compulsory briefing; no post- briefing requirement if attended first session (Addendum).
  - Tax compliance status (SARS PIN), CSD registration
  - BBBEE verification (SANAS BBBEE certificate or affidavit) and, for EMEs, appropriate proof
  - Professional Indemnity Insurance (R8,000,000 minimum, per event and unlimited claims; or insurer's LOI if not yet in place)
  - CIDB compliance and adherence to CIDB Professional Services Contract (Annex M)
  - Complete all compulsory annexures (Annex A–M) and CVs per Annex A
- Evaluation criteria:
  - Stage 1: Administrative responsiveness (mandatory briefings, signed declarations, adequate CVs/registrations)
  - Stage 2: Price points (80) and Specific Goals (20) under the 80/20 framework
  - Stage 3: Risk/Objective criteria (tax status, CSD registration, conflicts of interest, prior performance, etc.)
