**The procurement is for appointing a Professional Service Provider to validate, investigate, reconstruct and support the resolution of irregular expenditure disclosed by the Department of Agriculture & Rural Development for 2015/2016 to 2025/2026.** Bidders should be SAICA-registered firms with a Certified Fraud Examiner (CFE) who is a CA(SA), experienced in PFMA/public-sector matters, and able to deliver validation, reconstruction of records, investigation, and management reporting (Terms of Reference).

#### Requirements
- Administrative and mandatory requirements (SARS/CSD, tax compliance, CIPC, signed SBDs, authority to sign).
- Mandatory qualifications: SAICA-registered firm; a CFE who is a CA(SA); proof of SAICA firm registration; proof of CA(SA) and CFE certifications.
- Scope of work: validate irregular expenditure, reconstruct supporting records, investigate and analyse matters, provide resolution support, update registers and reporting, and deliver management recommendations (Terms of Reference).
- Deliverables: inception plan, validated population, reconstructed case files, investigation/analysis reports, updated schedules, recommendations, final close-out report.
- Evaluation: three-stage process (administrative/mandatory, functionality, price and specific goals); minimum functionality score of 70/100; price and specific goals allocated 80 and 20 points respectively, with specific goals such as ownership, disability, gender, youth.
- Attachments/Compliance: complete SBDs (4, 6.1, etc.) and attest to anti-corruption/ethics requirements (SBD4 Annexure A) (SBD 6.1 IN TERMS OF PPR2022; SBD 01; RFQ documents).
