## Summary

#### Overview
**DBSA seeks to appoint a qualified consultant or consortium to undertake economic complexity studies and comprehensive socio-economic analysis to inform economic diversification, investment prioritisation, policy formulation and just transition planning.** Bidder should be a professional services firm or consortium with expertise in economics, development planning, data analytics, stakeholder engagement and public-sector policy/transition experience, capable of delivering integrated economic and socio-economic analyses across identified regions. 

#### Requirements
- Demonstrated experience in economic complexity, economic diversification, industrial policy, regional development, labour market analysis and quantitative modelling, plus socio-economic analysis and Just Transition assignments, with references.
- A multidisciplinary project team including a lead economist or project director at high qualification level (NQF 9/10) and specialists in economic complexity, socio-economics, statistics/Data, GIS where applicable, and stakeholder engagement. 
- Supporting documents: project reference letters, CVs, and Annexure A project list; proof of capability for all claimed assignments.
- Compliance documents: BBBEE status (certificate or sworn affidavit), CSD registration, SARS Tax Compliance status (PIN/TCS) and separate TCS where consortia participate; and required sign-offs on official bid forms.
- Bid submission in two-folder format (Folder 1: technical/qualifications; Folder 2: price/financials); use official forms (Part A–D) and Annexures (A–K). 
- Willingness to be evaluated under PPPFA rules and to allow due diligence and possible discussions or site visits as part of evaluation. 
- Attend the compulsory briefing and submit clarified information by cut-off dates.
