## Summary

#### Overview
**Procurement of a qualified service provider to undertake a national impact evaluation of the Community Work Programme (CWP) 2009-2025 across all nine provinces for 18 months.** (ToR CWP IMPACT EVALUATION FINAL (2).pdf)  
Bidders should have proven public-sector evaluation experience, capability to run national/multi-province fieldwork, and strong data governance and POPIA compliance.

#### Requirements
- Demonstrated experience in impact/public-sector evaluations with at least three reference letters (last five years).  
- Minimum key personnel: Team Leader (Master’s degree; ≥10 years’ relevant experience; leading large-scale evaluations) and specialized roles (research/evaluation, data analysis, qualitative/community liaison) with specified qualifications.  
- Administrative/compliance: registered on the Central Supplier Database (CSD); complete SBD 1, SBD 3.2, SBD 4; include POPIA/data governance plan; provide pricing on prescribed formats; include CSD certificate when applicable.  
- Data, ethics and security: POPIA compliance, informed consent, data storage and ownership by DCoG; data processing agreement; security measures.
