#### Requirements
- Stage 1 (Mandatory): 
  - Team Lead must be a qualified HR Practitioner with SABPP registration (proof required).
  - Three (3) reference letters for similar work within the last 5 years, on client letterhead, with contact details.
  - Company track record: minimum 3 years.
- Stage 2 (Returnable admin documents): 
  - Company registration (CIPC) and CSD number; declaration if not on restricted tender/ tender defaulter lists.
  - B-BBEE certificate (SANAS) or commissioned B-BBEE affidavit (EME/QSE); JV requires combined certificate/affidavit.
  - SBD 1, SBD 3.3, SBD 4, SBD 6.1; Annexure 5 (GCC) fully signed; POPIA/PAIA consent (Annexure 6); SARS Tax PIN and VAT details; letter appointing authorized signatory.
  - If JV/consortium: separate tax pins/SBDs for each member.
- Stage 3 (Price & Specific Goals): 
  - Evaluation uses 80/20 preference points; price 80, specific goals 20.
  - Specific goals include: Women ownership (5), Disability ownership (5), Youth ownership (5), Local location (2), B-BBEE level contribution (3).
- Other: adherence to GCC, PFMA, and all applicable procurement regulations; full price disclosures for 30 positions; VAT inclusion where applicable.
