#### Overview
**Appointment of a security service provider to render guarding services at Gelvandale Shopping Centre & Gelvandale Facturama, Gelvandale, in the Eastern Cape for 24 months.** Target bidders are security firms with PSIRA registration, COIDA compliance, NBCPSS membership, and relevant contractual capacity to provide 24/7 guarding, patrols, and on-site reporting (RFB 06-2026/2027).

#### Requirements
- Functional Control Room within 60 km of Gelvandale; valid proof (utility bill, lease, title, or council letter).
- PSIRA: company registration, Letter of Good Standing, Directors' PSIRA Grade B or higher; six Grade C guards with valid PSIRA certificates.
- COIDA: valid Certificate/Letter of Good Standing.
- NBCPSS: registered with National Bargaining Council for Private Security Sector; paid-up levies.
- Compliance with NBCPSS wage guidelines; provide dummy payslips; six Grade C guards (for Gelvandale) and at least one Grade C guard for Gelvandale Facturama.
- Public liability insurance minimum R5,000,000.
- MOU with armed-response provider or proof of company-owned firearms and competencies.
- Attend compulsory site briefing; site inspection threshold and process (Stage 4) apply.
- SBDs and compliance: complete and sign SBD 1, SBD 3.3, SBD 4, SBD 6.1; CSD registration; SARS TCS PIN; CIPC documents; B-BBEE certificate or sworn affidavit; valid tax clearance; etc.
- Health, training, staff replacement processes, and citizenship verification requirements for staff.
- Scope of work includes 24/7 guarding and patrols with specified shift structure and reporting duties (see Annexure E).
