## Summary

#### Overview
**APPOINTMENT OF A SERVICE PROVIDER TO RENDER CATERING, SOUND SYSTEM, AUDIO-VISUAL AND TRANSPORT SERVICES FOR AN OUTREACH PROGRAMME IN THE NORTHERN REGION WITHIN THE CITY OF MBOMBELA.** This RFQ seeks a experienced service provider to cover catering, stage/sound, AV and transport for the Chief Whip’s Outreach Programme (Class of 2026 Exam Prayer) at e-Nkambeni Community Hall, Mbombela. Closing date: 25 September 2026 at 11:00. Submit in the official tender box at 1 Nel Street, Mbombela Civic Centre. Local preference applies to Northern Region bidders.

#### Requirements
- Valid Tax Compliance Status (TCS/PIN) and SARS e-Filing access; CSD full report (not older than 30 days).  
- Company registration documents; IDs for directors; proof of municipal rates/taxes for company and all active directors; lease or tribal-residence proofs if applicable.  
- BBBEE: certified B-BBEE certificate or sworn affidavit for EMEs/QSEs; consolidated scorecard for JV/consortia.  
- Experience: evidence of catering for 100+ people (appointment letters/POs + references); CV and relevant qualifications for a dedicated Project/Culinary Leader (min 3 years food handling/prep; relevant certificate).  
- Food safety: Certificate of Acceptability (CoA) for basic hygiene.  
- Insurance: public liability insurance (minimum cover as required by project) from a registered insurer.  
- COIDA: if applicable, COIDA certificate.  
- Municipal compliance: no more than 3 months in arrears for business and directors; compliance with CSD/address checks.  
- Compliance/ethics: no state service affiliation for bidders; disclosure of potential conflicts; adherence to preventing fraud/bid defaulters.  
- Note: Preference follows 80/20 price with 20 for specific goals; local Mbombela (Northern Region) enterprises may earn additional points (detailed in MBD forms; see attached document).
