## Summary

#### Overview
**The procurement seeks the appointment of a service provider or consortium to develop a detailed precinct plan for the Postmasburg Industrial Precinct in Tsantsabane Local Municipality, Northern Cape, over 16 months.** Bidders should be service providers or consortia with proven experience in strategic spatial planning, land-use management, infrastructure planning, and related disciplines, capable of delivering an implementation-ready plan aligned to the MSDF, Municipal Spatial Development Framework, IDP, CIF, LED strategy, and funding instruments; and able to package catalytic projects and an investment framework.

#### Requirements
- Multidisciplinary team with precinct-planning experience
- Plan must address: land-use framework, movement and freight, land release/servicing, economic development, governance and funding framework
- Compliance: provide SBD forms (SBD1, SBD3, SBD4, SBD6.1), GCC, Specifications; tax clearance; B-BBEE certificate; VAT as applicable; CIDB registration if required
- Adhere to 90-day bid validity and 11:00 closing time; quotations deposited in sealed envelopes; separate envelopes per bidder; submission to Kimberley bid box
