**The RFQ seeks to appoint a service provider to deliver Company Secretarial Services for 11 months to the Ekurhuleni Housing Company.** Bidders should be suitably qualified in governance and secretarial practice (ICSA SA qualification) with at least 5 years of relevant experience, capable of supporting the Board, its Committees and Management Committee, and ensuring MOI/legislation compliance.

#### Requirements
- Mandatory disqualifying criteria:
  - Project methodology plan
  - Minimum 5 contactable reference letters for similar services
  - Project team with at least 5 years’ company secretarial experience
  - Relevant ICSA qualification
  - Completed and signed submission register and MBD forms
- Administrative/compliance documents:
  - Certified Director’s ID (≤3 months old)
  - CIPC registration, up-to-date municipal accounts, lease if lessee
  - Pricing on letterhead, BBBEE affidavit, Bank letter (≤3 months)
  - Tax Pin, CSD report
- Scope of work:
  - Governance and legal compliance; meeting administration; board/committee support; stakeholder engagement
- Evaluation framework:
  - 80/20 PPPFA: 80 points for price, 20 for specific goals
  - Specific goals include HDI, Woman, Disability, Youth, and Within Ekurhuleni points (Table 1)
- Fees/payments:
  - Fixed monthly fee for 11 months; VAT inclusive; payments per SLA
