#### Overview
**Appointment of a service provider to supply Company Secretarial services for the Film and Publication Board for a period of 3 years.** Open to bidders with governance, legal and company secretarial expertise, including an LLB, admitted attorney status, CGISA accreditation, and five years’ public-sector council secretariat experience, with knowledge of PFMA, Treasury regulations, labour relations, and governance codes.

#### Requirements
- Minimum qualifications: LLB; admission as an Admitted Attorney; Letter of Good Standing (Legal Practice Council); CGISA accreditation; CV showing five years’ relevant public-sector council secretariat experience; PFMA/King IV knowledge.
- Staffing: at least two Company Secretaries with relevant public-sector council secretariat experience; one Council Secretary with LLB, admission, and CGISA accreditation.
- Behavioral attributes: strong written/verbal communication and presentations; policy development; report writing; confidentiality/integrity; administrative and meeting procedures literacy; ability to operate at executive level; ability to work under pressure; computer literacy; interpersonal skills; assertive.
- Compliance and governance: adherence to PFMA, Companies Act, King IV; POPIA compliance; confidentiality and information protection; appropriate professional indemnity/liability where applicable.
- Pricing: provide two options (hourly rate and retainer); pricing must be submitted for both options in separate envelopes.
- Other: pre-qualification documents (CSD registration, BBBEE status or sworn affidavit, company profile, etc.) and a detailed methodology/work plan.

#### How to Apply

- Closing and submission: closes 10 November 2026 at 11:00. Bid responses must be hand delivered or couriered to FPB Tender Box, Eco Park, Centurion 0169. No online submission.
- Documents to submit (Gate 1: Mandatory Requirements): technical proposal (USB), SBD 1, SBD 4, SBD 6.1, proof of CSD/tax status, fully completed company profile, financial proposal (original), proof of head office address, ID copies of active directors, and BBBEE documentation.
