## Summary

#### Overview
**IDC seeks a service provider to deliver feasibility, business case, advisory and implementation readiness services for the Oppitopi Reservoir Node Upgrade Project in Ramotshere Moiloa Local Municipality.** Bidders should have water/infrastructure project preparation, bankable feasibility, transaction advisory and implementation-readiness experience, with professional registrations (e.g., Pr Eng with ECSA or SAICA/SAIPA for lead roles), and expertise in water licenses, asbestos handling, SCADA/telemetry, and financial modelling. #### Requirements
- Relevant experience in infrastructure project preparation, feasibility studies, transaction advisory, implementation readiness and water/sanitation projects; provide three client references.
- Key personnel: Project Lead (Pr Eng or SAICA/SAIPA), Technical Lead (Pr Eng, bulk water experience), Finance Lead (SAICA/SAIPA), Economics Lead; minimum 5 years post-registration experience; CVs and registrations required.
- Ability to deliver four phased work program within ~8 months; detailed project plan with High-Level WBS and Gantt; QA/QC processes.
- Compliance: CSD and tax clearance/status; B-BBEE certificate or sworn affidavit for EME/QSE; POPIA/privacy requirements; disclosure statement; NDA; background checks.
- Financial: dynamic financial modelling for bankability; procurement packaging and funding mobilization strategy.
- Other: environmental and regulatory feasibility (WULA/GA), asbestos pipe handling plan, and telemetry/SCADA upgrades.
