#### Requirements

- Team: collectively skilled in labour market/quantitative analysis, forecasting methodology, qualitative research, stakeholder consultation, and data management.  
- Understanding: proven knowledge of NQF, OQSF, QCTO’s role, and SA qualification development processes.  
- Evidence: provide examples of similar projects with references; supply CVs and roles for all project personnel; include a plan for transferring skills to QCTO officials.  
- Delivery: innovative, cost-effective approach with clear timelines; project to be completed per ToR’s schedule (up to 31 March 2027).  
- Data ownership: QCTO owns all data, with delivery of data, instruments, and reports in approved formats.
