**Procurement of a Service Provider to analyse, design and develop the National Digital Human Settlements Management System (NDHSMS) for the Department of Human Settlements over 36 months.** Bidders should be ICT system integrators with proven capability in multi-module public sector software development, data migration, AI, GIS-enabled infrastructure, and complex project/financial modules; must align with MIOS and Agile methodologies and provide required documentation.

#### Requirements
- Proven experience delivering a multi-module NDHSMS-like system (User Access, Beneficiary, Land, Infrastructure, Project, Financial, Reporting, Communication) with integration and data migration capabilities; AI components are included.
- Adherence to minimum standards: MIOS, Project Management Methodology, Agile Development.
- Comprehensive deliverables: URS, FDS, TDS, architecture, integration design, data architecture, UI/UX designs, testing, deployment and post-implementation support.
- Data migration must be phased (not big-bang or API-only) and cover HSS/NHNR/NHSDB datasets from 1996 onward.
- Offline capability is not in phase one but must be planned for future; MVP approach may be used to accelerate delivery.
- Documentation and governance: project charter/plan, progress reports, risk/issue logs, code/test documentation, deployment certification.
- Compliance with submission and procurement rules: CSD registration, SARS tax PIN, SBD forms, B-BBEE verification or sworn affidavit.
