#### Overview
**Appointment of a service provider for the construction of C12/C13 stream crossing at Entabeni Plantation.** SAFCOL invites bids from contractors with CIDB 1CE or higher and relevant civil/road/stormwater experience, including works related to asbestos removal and stream crossings; bidders must meet tax, BBBEE, CIDB, and financial/technical pre-qualification requirements (see Phase 2 Mandatory Requirements).

#### Requirements
- CIDB 1CE or higher (Mandatory) and compliance with the technical specifications for pipe culverts and related works (Phase 2) (see RFQ ROAD10022026.pdf).
- Qualified personnel: Site Agent with Civil Engineering qualification; Project Manager registered with ECSA; COIDA good standing; and proof of ownership/lease for required plant/equipment.
- Financial capacity: bank statement within the last week or proof of funding from an NCR-accredited financier, aligned to the quoted amount.
- Returnable documents: latest Tax Clearance, SANAS-accredited BBBEE certificate or sworn affidavit (EME/QSE), CSD report or MAASA number, and ID copies of company directors.
- References: two letters/completion certificates for roads/stormwater/civil works; proof of experience.
- Local/Transformation targets: at least 51% Black Ownership; demonstration of local content and employment commitments as specified.
- Health, safety, and insurance: COIDA good standing; compliance with applicable health, safety, and environmental laws.

- Submission method: email; quotations on official company letterhead; attachments as required.
- Documents to submit: Fully completed RFQ, official quotation on letterhead, Latest Tax Clearance, BBBEE certificate or sworn affidavit, CSD report (or MAAA number), and directors’ ID copies (see Returnable Documents section).
- Pre-qualifications/registrations: CSD registration; tax clearance; BBBEE; CIDB; valid COIDA good standing.
- Briefing/session: None mandatory (no compulsory briefing session).
