- Key personnel: Site Agent with Civil Engineering qualification; Project Manager registered with ECSA; COIDA letter; health and safety file.
- Local transformation goals: 100% local direct employment; 25% women and 25% youth on contract; proof of residence; engagement with Targeted Enterprises and monthly reporting.
- Disqualifications: non-compliant tax status, fraudulent declarations, restricted-suppliers list, or non-compliance with specifications.
- Price must be firm and VAT-inclusive; bids may be accepted in part or not at all.
