Suitable bidders are consulting firms with public-sector strategic planning, facilitation, and project-management capabilities, and familiarity with PFMA/National Treasury frameworks (Public Service Regulations, King IV, etc.).

#### Requirements
- Demonstrate public-sector strategic planning experience; provide two testimonial letters from public-sector clients related to strategic review/planning sessions (mandatory).
- Key personnel: Project Leader with NQF level 9+ qualification (e.g., MBA or equivalent) linked to public sector planning; team members with NQF level 7+ qualifications; attach CVs and certified copies.
- Demonstrate experience in strategic planning in the public sector; include references or testimonials.
- Deliverables and approach: develop a five-year strategic plan review, APP review, environmental scan, strategy implementation roadmap, workshop facilitation, and knowledge transfer.
- Compliance and governance: adhere to PFMA/National Treasury frameworks; familiarity with CMS Fraud Policy; accountability to CMS Accounting Authority; maintain continuity of strategic staff.
- Price and specific-goals evaluation: complete and claim points for HDI, ownership (Black, women, youth, disability), and company size per the 80/20 scheme; attach required B-BBEE or sworn affidavits and related documentation.
- Administrative/compliance: SARS PIN, CSD registration, SBD 1/4/6.1 completed; cloud submissions not accepted; bids submitted on official forms.
