## Summary

#### Overview
**The Water Research Commission invites bids for the development, support and maintenance of an Electronic Document Management System (EDMS) implementation, including file server migration to a cloud service, for 36 months.** Bidders should be ICT service providers with EDMS/SharePoint design, deployment and cloud migration experience, preferably with Microsoft 365/E3 and Azure, and a proven team of senior experts (developers, migration specialists, project management). WRC requires strong governance, security and compliance capabilities and will assess bidders under PPPFA 80/20 and B-BBEE rules. Key qualifications include tax compliance, COIDA coverage and having a CSD/TCS where applicable.

#### Requirements
- Proven EDMS/SharePoint design, deployment and cloud migration experience to Azure.
- Ability to assemble a senior multidisciplinary team (developers, migration specialists, project manager).
- Compliance with PPPFA and B-BBEE: submit B-BBEE certificate or sworn affidavit; annexes for consortia as applicable.
- Tax compliance: provide SARS PIN/TCS via e-Filing; each consortium party to provide separate TCS; if no TCS, provide CSD number.
- COIDA coverage for all employees; security clearances if required by WRC/NIA.
- Deliverables are owned by WRC; confidential handling of information and data protection obligations.
