## Summary

#### Overview
**Procurement of a service provider to design, implement, operate and maintain a fully on-prem Security Operations Centre (SOC) for ATNS for five years.** Suitable bidders are cybersecurity/ SOC providers with IT and OT monitoring capabilities, SIEM/SOAR deployment experience, incident response and threat intelligence expertise, and strong governance/compliance credentials.

Mandatory briefing is required (04 Sep 2026, 12:00 CAT, MS Teams). Submissions are via the National Treasury e-Tender system (with hard-copy option to ATNS Eastgate Bruma address). Document set appears in Volume 1A – SOC.pdf.

#### Requirements
- Compulsory briefing attendance; provide attendance records.  
- Minimum three contactable SOC reference letters from the last five years, on client letterhead, dated and signed.  
- Detailed solution-architecture diagram showing on-prem deployment in ATNS data centres, with log/storage/processing/backups clearly identified.  
- Demonstrate IT and Operational Technology (ATM/CNS) monitoring capability, onboarding, detection and incident response.  
- Key personnel: at least three Tier-1 SOC Analysts or two Tier-3 SOC Analysts with certifications (e.g., CISM, CEH, OSCP, GCIH, GCIA, CompTIA Security+, vendor SIEM certs).  
- On-prem deployment within ATNS data centres; data sovereignty controls.  
- Compliance and governance: SARS TCS PIN, CSD registration, CIPC documents, shareholder IDs, B-BBEE documentation. POPIA consent and data protection obligations.  
- 24/7/365 SOC operations, log ingestion, incident response, threat hunting, and related training.  
- Pricing to cover full lifecycle: design, implementation, operation, maintenance, training, and reporting.
