#### Overview
**Appointment of a service provider for safe code and combination change services for three years at the DEEC.** Open to security/locksmith or facilities-management firms with capacity to perform quarterly onsite safe-code changes (KABA locks) and on-call emergency support, for two category-5 safes, at DEEC, Kempton Park. Bidders must be CSD-registered, tax-compliant, and provide BBBEE documentation, along with ID copies and CSD/CIPC records.

#### Requirements
- Onsite safe-code changes for two category-5 safes quarterly; emergency onsite support as needed; each visit ~3 hours.  
- Deliver within 30 days of PO; contract duration three years.  
- Compliance scoring: 80 points for price; 20 points for specific goals (enterprises owned by black people, black women, youth, and SMEs, 5 points each).  
- Registration and documents: CSD registration number; SARS Tax Compliance Status PIN or CSD number; certified ID copies, CSD full registration report, BBBEE certificate or sworn affidavit, CIPC documents.  
- Additional: background checks, no fronting, and adherence to bid conditions; SADPMR may audit or negotiate terms.
