## Summary

#### Overview
**Procurement of a service provider to arrange and manage short-term insurance for Umzinyathi District Municipality for the period of 36 months.** This is an Open-Tender for insurance broking/services; suitable bidders are insurance brokers/service providers with FAIS/FICA compliance, FSCA registration, and proven public sector short-term insurance experience able to insure municipal assets and administer claims.

#### Requirements
- Functionality evaluation (total 100 points; minimum 70 to progress):
  - Company experience in provision of short-term insurance: appointment letters and reference letters with stamps (30 points).
  - Qualification and experience of key personnel (Claims Manager/Team Leader): degree or diploma plus 8+ years in insurance and FAIS/FICA compliance (30 points).
  - Proof of FSCA broker registration (20 points).
  - Methodology/Implementation plan to expedite claims (20 points).
- Second stage: Preferential Points System 80/20 (price vs specific goal).
- Compulsory documents to submit (MBD forms, CSD, tax, etc.) and supporting materials:
  - MBD 1, MBD 3.3, MBD 4, MBD 6.1, MBD 8, MBD 9, proof of CIPC registration or ID for sole proprietors, COIDA, SARS TCS/PIN or CSD number, municipal accounts, full CSD, and CSD report.
- Additional requirements: bid validity 120 days; documentation must be complete or bid is non-responsive.
