- Updated CSD report; each JV/consortium/subcontractor party must have its own CSD.  
- Envelope labeling: Technical Proposal (SBD 1) as part of the technical submission.  
- Tax clearance per SBD 2 (paragraph 4) applies to all parties in a JV/consortium.
