- Technical capability to deliver to Gauteng depots: Rebecca Street Depot (Pretoria West) and Driehoek material store (Germiston); delivery of complete sets via rail and road. 
- Tax and supplier compliance: SARS PIN, CSD registration (or TCS), COIDA Good Standing; no bids from state service entities.
