## Summary

#### Overview
**Appointment of a service provider to supply, configure, and support reusable Moodle licences for MICT SETA, to deliver secure online assessments (EISA).** Bidders with Moodle LMS deployment/hosting, eAssessment delivery, cloud hosting, POPIA-compliant data handling, and related certifications should consider bidding.

#### Requirements
- Proven Moodle LMS deployment, hosting, configuration, and support experience; at least six contactable reference letters from RSA clients.  
- Licences: 1,100 concurrent/reusable licences, valid for at least 12 months, with user management (enrolment, suspension, reassignment).  
- Fully hosted, web-based Moodle platform, accessible on desktops, tablets, and mobile devices; role-based access (Admin, Assessor, Invigilator, Learner).  
- Comprehensive assessment functionality: MCQs, structured, short/long/true-false, scenario, CR, ECR, matching, FIMW, with auto- and manual-marking and rubric grading for ECR.  
- Assessment delivery: secure online testing, timed assessments, question randomisation, question banks, real-time reporting, and export (CSV/Excel).  
- Security and integrity: secure login, access controls, audit trails, anti-copying, limited multi-login; optional lockdown/browser compatibility and proctoring integration.  
- Performance and hosting: minimum 1,100 concurrent users; uptime ≥99%; cloud hosting with POPIA-compliant storage, backups, disaster recovery, SSL.  
- Support and maintainance: assessment-day support, helpdesk, updates, incident response SLAs.  
- Deliverables: fully functional Moodle environment, activated licences, configured assessment templates, user setups, administrator/assessor training, ongoing support (per Annexure A).  
- Compliance: Central Supplier Database (CSD) registration, valid tax clearance, SBD forms, CIPC documents, shareholding certificates, certified IDs, and Form A.
