- Contract back office and equipment: MSCOA compliance, successful integration to municipal financial module, in‑house call centre certificate.
- Legal/credentials: proof of system ownership; SANAS accreditation and new legal metrology type approval; in‑house ownership proof.
- Compliance: Tax clearance or PIN (TCS), CSD number if no TCS; adherence to 80/20 price/specific goals, with local and B-BBEE considerations.
- Returnable documentation: MBD1, MBD2, MBD4, MBD6.1, MBD8, MBD9, Central Supplier Database report, IDs, signatories, joint venture where applicable, latest municipal account, addenda records.
- Specific goals: 70% functionality threshold; points for 51% black-owned, 51% women-owned, and locality within 250 km.
