#### Requirements
- Demonstrable qualifications and documentation: company registration, Tax Clearance PIN, proof of Full Central Supplier Database (CSD) registration, and directors’ certified IDs (as reflected on the company docs).  
- Technical capabilities: MS SQL-based relational traffic system, integrated modules for infringements and roadblocks, mSCOA compliance with FMS integration, in-car ANPR, handheld license/vehicle documents scanning, and mobile speed cameras with remote monitoring.  
- Personnel: CVs for Project Manager and traffic system expert; IT degree or NQF level 7 IT diploma plus Microsoft certification (or equivalent) and related evidence.  
- DPP capability: capability to compile DPP applications, including 10–20 points for reference letters and DPP approvals (recent within 24 months).  
- Compliance and pre-qualification: up-to-date municipal rates/taxes or lease evidence; original tender document; tender returnables completed in non-erasable ink; certified documents not older than 3 months; CSD and tax compliance proof required.  
- Adherence to bid rules: 80/20 pricing/qualifying goals, minimum 70/100 functionality points, and acceptance not guaranteed to the lowest bid.
