#### Requirements
- Register on the National Treasury Central Supplier Database (CSD) and provide tax compliance status (PIN/TCS) per SARS (or CSD number)  
- CIDB Grade 1EP or higher  
- Valid COIDA/Good Standing certificate  
- VAT registration number and tax clearance status  
- SBD 1 (Invitation to bid) and SBD 4 (Declaration of Interest) completed; attach required resolutions  
- Separate TCS PIN or CSD number for consortium/joint ventures/sub-contractors  
- Evidence of transformer/oil testing capability: MV transformer experience, senior resource with ECSA-registered electrical engineer status, MV switching certificates, CVs and qualifications, client reference letters (3–4+), proof of projects  
- Detailed Implementation Project Plan (delivery within <=6 weeks; or up to 18 weeks as applicable)  
- Preference claims: provide documentation for specific goals (≥51% Black Ownership, Women Ownership, Youth Ownership, People with Disabilities) with certified copies  
- Stage 1–3 evaluation: Administrative Compliance, Functionality (min 70/100), Price and Preference Points (80/20 or 90/10 framework)
