## Summary

#### Overview
**Appointment of a service provider(s) to review Sedibeng District Municipality’s Spatial Development Framework (SDF) within 12 months.** This RFQ targets town/urban/city and regional planners and allied specialists (GIS, economics, civil engineering, environmental science, graphic design) with relevant professional registrations and track records to deliver a final reviewed SDF, CIF, and implementation plan aligned to national/provincial policies.

#### Requirements
- Qualified personnel with required registrations:
  - Team Leader: SACPLAN Professional Planner (Town/Urban/City and Regional Planning) with 5+ years’ post-registration experience.
  - GIS: GISc Technologist/Practitioner registered with SAGC (GIS mapping and analysis).
  - Civil Engineer: BEng/BSc in Civil Engineering with Infrastructure/Transport planning, registered with ECSA.
  - Economist: BDegree in Economics/Development Economics with 5+ years’ experience.
  - Environmental Specialist: B degree/BTech in Environmental Sciences/Management.
  - Graphic Designer: Diploma in Graphic Design/Visual Communication.
- Multidisciplinary team composition as per guidelines (minimum mix of planners, GIS, engineer, economist, environmental, designer) with proof of registrations.
- Compliance documents: Tax Clearance (SARS TCC 001) for each party, valid CSD registration, and completed SBD forms (including SBD3.3 pricing). Provide board/partner resolutions authorizing signatories (LA1.6) and full returnable documents with CVs and professional registrations.
- Deliverables and data standards: final reviewed SDF, CIF, Implementation Plan, executive summary, GIS map package (including metadata per ISO 19115 and SANS 1878), hard/soft copies, and gazette notice where applicable.
- Evaluation framework: mandatory criteria, functionality, and presentation, plus 80/20 Preferential Points (HDI, female, disability, youth) as per tender.
