#### Requirements
- Core competence in communication, PR, brand management and marketing; deliver advisory, strategy, media liaison, content development, events, and reporting (ToRs).  
- Demonstrable experience: minimum three compliant reference letters from different clients in the last five years; include SAQA-verified qualifications if applicable (Phase 2 criteria).  
- Documentation: registration on Central Supplier Database (CSD); valid Tax Clearance; B-BBEE certificate or sworn affidavit; completion of SBD 1, SBD 3.3, SBD 4, SBD 6.1 (Phase 1) (SBD1MQA 022627 Public relations.pdf; SBD4; SBD6.1).  
- Capacity: adequately resourced with a project plan and personnel named (CVs per Annexure B); ability to deliver over four missions across three years; induction and ongoing client liaison (ToRs).  
- Pricing: price in ZAR, VAT included, itemized by scope; allowances for negotiation under policy (SBD3.3).
