- Compliance and registrations: Tax compliance (SARS TCS PIN), Central Supplier Database (CSD) registration, CIPC registration, BBBEE certificate or sworn affidavit; consortium/joint venture arrangements where applicable; adherence to SBD requirements (SBD1, SBD2, SBD3.1, SBD4, SBD6.1) and addenda records.
- Confidentiality and data protection: Non-disclosure agreement; secure handling of cidb data.
- Delivery capability: Ability to conduct a quarterly survey nationwide for 3 years, covering Grades 3–8, across all classes of works and designated groups; produce time-series indexes and quarterly reports; include data collection design, sampling, and reporting as specified in Annexure A and related evaluation criteria.
