**APPOINTMENT OF A SERVICE PROVIDER TO CONDUCT AN INDEPENDENT EVALUATION IN TERMS OF THE STCW CONVENTION.** SAMSA invites qualified providers to evaluate South Africa’s STCW education, training, certification and watchkeeping systems, assess compliance, and prepare a draft and final report suitable for IMO, with fieldwork planned around Oct/Nov 2026. Bid is open to entities with maritime regulation/quality assurance experience, demonstrated independent evaluation capability, and STCW-related expertise; references are required.

#### Requirements
- Demonstrated experience in independent evaluations, audits, or similar assessments in the maritime sector, particularly STCW.
- Company profile illustrating maritime/STCW-related capabilities and past independent evaluations (20 points), plus at least one reference letter from a maritime regulator (10 points).
- Proposed Team Lead must hold a Master Mariner or Chief Engineer certificate under STCW, or a postgraduate maritime qualification (20 or 10 points); provide qualification copy.
- Team Lead must have relevant experience (30 points): ≥2 years in MET/maritime administration or ≥2 completed independent evaluations in last 10 years.
- Clear methodology and detailed project timelines (10 + 10 points).
- Minimum technical score of 75 points to proceed; SAMSA may verify all information.
- Compliance documentation: tax compliance (PIN/TCS via SARS), CSD where applicable, BBBEE, CK1, ID copies of listed owners, proof of address, and JV/consortium documentation if applicable.
- Reports must be deliverable in the required formats and within the project schedule.
