#### Overview
**Appointment of a service provider to conduct an organisational structure review and develop a revised structure for the SACAA for a 24-month period.** Suitable bidders are firms with strong capabilities in organisational design, process mapping, governance, change management and HR/OD, with experience in public-sector or regulatory environments and the ability to deliver a phased, implementation-ready structure aligned to SACAA’s strategy.

#### Requirements
- Minimum 7+ years in organisational structure review; at least three reference letters on client letterhead (last five years), detailing scope and size.
- Demonstrated ability to produce as-is assessments, process mapping, capacity/workload modelling, operating/model reviews, and a detailed macro/micro structure with an implementation plan.
- Qualified project team: Project Leader with HR-related NQF8+; Organisational Design Specialist and Business Analyst/Process Engineer with NQF7+ in HR/OD.
- Documentation: registration on the Central Supplier Database (CSD); SARS Tax Compliance Status PIN or CSD number; complete SBD 1, SBD 3, SBD 4, SBD 6.1; sign SBD 7 where applicable.
- Evaluation: minimum 70/100 on functionality; price (80) and specific goals (20) under PPPFA 2022; B-BBEE considerations apply.
- All bid documents must be neatly bound; pricing must follow Annexure A; three-envelope submission.
