**APPOINTMENT OF A SERVICE PROVIDER TO CONDUCT ENERGY PERFORMANCE CERTIFICATION FOR ITC, ULUNDI, AND UMLAZI.** The service provider must assess, rectify findings, and issue Energy Performance Certificates (EPC) for ITC (Point Head Office, Waterfront), Umlazi, and Ulundi, and also train IDFC staff on related implications (per Department of Mineral Resources and Energy Notice 1937 of 2023).

#### Requirements
- Demonstrated expertise to conduct energy performance certification across three IDFC buildings, including assessment, remediation, EPC issuance, and staff training.  
- CSD registration and SARS compliance required; provide SARS PIN and, if applicable, separate TCS/CSD for each consortium member.  
- Submit SBD 1, SBD 4 (Declaration of Interest), and SBD 6.1; sign SBD 7 if awarded.  
- Compliance with PPPFA 2022 (80/20 or 90/10 system) and ability to claim specific goals (≥51% Black ownership, Women ownership, Youth ownership, People living with disability ownership) with supporting documentation (certified by commissioner of oaths).  
- Pricing must cover three buildings via the BOQ (ITC, UMLAZI, ULUNDI); transport and project deliverables paid by the service provider.
