- Compliance with PFMA/public-sector governance; internal capability building; and deliverables across Phase 1 and Phase 2 within a 6-month contract.  
- Completion of mandatory bid documents: SBD 1, SBD 4, SBD 6.1, SBD 3 plus proof of CSD registration and Tax Compliance status (PIN) or CSD number.
