**MHSC invites a service provider to develop and pilot an Impact Evaluation Framework for its research, legislative and stakeholder engagement portfolio, including a pilot with Trackless Mobile Machinery (Regulation 8.10).** The project runs 9 months (6 months active work, 3 months admin/close-out) and is limited to the TMM pilot; not a full MHSC portfolio evaluation. #### Requirements
- At least 5 years’ experience in applied research/consulting; provide company profile with years.
- Project leadership: Monitoring and Evaluation specialist with a Masters and 10+ years’ M&E/impact experience.
- Mining Health and Safety specialist: Masters in mining/OSH/engineering with 10+ years’ mining sector experience.
- Experience in implementation science or implementation evaluation is advantageous; clear stakeholder engagement ability; knowledge of mining regulation.
- Deliverables readiness: inception report, draft/final framework, TMM pilot report, final framework and user guide, final report with implementation roadmap.
