## Summary

#### Overview
**Appointment of a service provider to develop Phase 2 of the DBSA DLAB Programme Social Return on Investment Framework and assess the social return of DLAB sites.** The DBSA invites consultancies with expertise in social value measurement, SROI, impact evaluation, development economics, and research methods to bid, with a preference for teams able to lead a multi-disciplinary effort and work with development finance contexts.

#### Requirements
- Postgraduate qualifications in relevant fields for key roles (e.g., Development Studies/Economics) plus recognised social value measurement qualifications; CVs for all key personnel.
- A project team of at least four specialists in social value measurement, impact evaluation, research, statistics/economics, data analysis, with at least a degree (NQF7) and preferably post-graduate qualifications.
- Demonstrable experience in SROI studies or similar developmental impact measurement assignments; references from DFIs, development programmes or development organisations.
- BBBEE status certificate or sworn affidavit; CSD registration and SARS tax compliance status (PIN/TCS) for SA bidders; separate tax proofs for consortium partners.
- Submission on official forms, two-folder tender (Folder 1: non-pricing/qualifications; Folder 2: pricing); compliance with all compulsory documents (Annexures A–I, J, K) and supporting references.
- Minimum threshold of 70 points for functional evaluation; ability to present and defend methodology, risk analysis, and project approach.
